REINFORCEMENT OF MARADA AND GADAKARAMALA-II OLD OPERABLE LI PROJECT (RIVER LIFT) UNDER SSS 2026-27 IN GOP BLOCK OF PURI DISTRICT

• SC/ST Category Contractors seeking EMD exemption or price preference must belong to SC/ST and have a Registration certificate up to "B" Class; no preference for Joint Venture with General Category Contractor.
• SC/ST Contractors with Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference.
• EMD for each package varies from Rs. 12,061 to Rs. 55,942.
• Additional Performance Security (APS) will be obtained from the selected bidder on an incremental basis if the accepted bid price is lower than the Cost Put to Tender, except for Turnkey Tenders.
• APS is not required if the accepted bid price is up to (-)10% less than the Cost Put to Tender.
• If the accepted bid price is below (-)10% but not below (-)20%, APS is incremented by 0.2% for every percentage below (-)10%.
• If the accepted bid price is below (-)20% but not below (-)30%, APS is incremented by 0.3% for every percentage below (-)20% plus 2% of the accepted bid price.
• If the accepted bid price is below (-)30% or more, APS is incremented by 0.5% for every percentage below (-)30% plus 5% of the accepted bid price.
• APS shall be refunded immediately on successful completion of the work within seven (07) days of issuance of Completion Certificate/Provisional Completion Certificate.
• Additional Performance Security must be submitted in the shape of NSC/Post Office Savings Bank Account/Post Office Time Deposit Account/Kishan Vikas Patra/Bank Guarantee of a scheduled bank, pledged in favour of Executive Engineer Lift Irrigation Division Bhubaneswar, within 7 working days of Letter of Acceptance (LOA).
• Initial Security Deposit (ISD) equal to 2% of the order value (including EMD) must be furnished within 7 working days of LOA in specified forms.
• The security deposit shall be released after a guarantee period of 24 months from the date of handing over the Package.
• EMD will be forfeited if the successful bidder fails to execute the agreement or furnish required Performance Security/Additional Performance Security within the specified time.
• EMD will be forfeited if any uploaded statements, documents, or certificates are found false/fabricated/bogus, leading to blacklisting.
• If compensation exceeds 10% or the contractor is liable for the whole security deposit, the Executive Engineer may rescind the contract, employ labor, or re-tender the unexecuted work.
• Security deposit @ 5% of the bill will be deducted and refunded after 24 months from the date of handing over, subject to final bill payment.
• Failure to rectify defects within 7 days may result in the work being done by another agency, with costs deducted from the contractor's security deposit.
