The contractor is liable to fully indemnify the Department for any compensation under the Workmen's Compensation Act VII of 1993.
The contractor must abide by the fair wages clauses and not pay less than the fair wages fixed by the Government.
The contractor is responsible for payment of all royalties and other charges for quarrying materials, and all local taxes including Octroi Charges, Ferry & Tollage charges.
Deduction of income tax at source and surcharge on income tax will be made from each running account bill.
The amount on royalties of different materials utilized will be recovered from the contractor's bill.
Payment will be made after successful completion of work, testing, commissioning, and handing over to the concerned Pani Panchayat.
Any defect that occurs within 24 months of commissioning of the Package must be rectified by the Contractor within 7 days.
No interest is chargeable for dues or additional dues.
The contractor must put his signature on each page of the tender paper; otherwise, the tender shall be rejected.
Damages caused to any Government/private property during pipeline work will be compensated by the contractor at his own risk and cost.

The date and time for opening of Bid is 10.11.2026 at 11.00 A.M.
All taxes, cess, royalties, income taxes, and surcharges are to be borne by the bidder; only GST will be paid extra.
Conditional tenders or tenders with extraneous conditions are liable for rejection.
All tenders received will remain valid for 180 days from the date of opening of the Financial Bids.
The time allowed for carrying out the work shall be strictly observed and reckoned from the date of the written order to commence work.
Compensation for delay is 0.5% on the estimated cost for every week the work remains uncommenced or unfinished, up to a maximum of 10% of the estimated cost.
If the compensation exceeds 10% of the estimated cost, the Executive Engineer may rescind the contract, and 20% of the value of left-over work will be realized as penalty.
The defect liability period is six months from the date of final certificate of completion.
No claim for idle labour/machinery/equipment will be entertained.
The contract work should not be sublet to anybody; otherwise, the contract may be rescinded.
The authority reserves the right to increase or decrease the quantity of work items; such changes will not invalidate contract rates, and no compensation will be entertained, except for extension of time.
The work may be split up and distributed among several contractors if necessary, without compensation to the contractor.
The contractor is liable to fully indemnify the Department for any compensation under the Workmen's Compensation Act VII of 1993.
The contractor must abide by the fair wages clauses and not pay less than the fair wages fixed by the Government.
The contractor is responsible for payment of all royalties and other charges for quarrying materials, and all local taxes including Octroi Charges, Ferry & Tollage charges.
Deduction of income tax at source and surcharge on income tax will be made from each running account bill.
The amount on royalties of different materials utilized will be recovered from the contractor's bill.
Payment will be made after successful completion of work, testing, commissioning, and handing over to the concerned Pani Panchayat.
Any defect that occurs within 24 months of commissioning of the Package must be rectified by the Contractor within 7 days.
No interest is chargeable for dues or additional dues.
The contractor must put his signature on each page of the tender paper; otherwise, the tender shall be rejected.
Damages caused to any Government/private property during pipeline work will be compensated by the contractor at his own risk and cost.
The contractor must inspect the site, quarries, factories, and company sale centers before quoting rates.
If the contractor quotes abnormally low rates for some items, the Corporation may withhold the differential cost between such low rates and schedule of rates from payments until those items are completed.

SC/ST Contractors seeking EMD exemption or price preference must furnish an affidavit to that effect.
SC/ST Contractors with Degree/Diploma in Engineering are not allowed to avail both EMD exemption and price preference.
The EMD to be deposited varies per package, from Rs. 12,061 to Rs. 55,942.
Additional Performance Security (APS) is required on an incremental basis where the accepted bid price is lower than the Cost Put to Tender, except for Turnkey Tenders.
APS is not required if the accepted bid price is up to (-)10% less than the Cost Put to Tender.
APS calculation: 0.2% for every percentage below (-)10% (up to (-)20%), 0.3% for every percentage below (-)20% plus 2% (up to (-)30%), and 0.5% for every percentage below (-)30% plus 5%.
APS shall be obtained in shape of NSC/Post Office Savings Bank Account/Post Office Time Deposit Account/Kishan Vikas Patra/Bank Guarantee of scheduled bank within 7 working days of Letter of Acceptance (LOA).
Failure to furnish APS will result in cancellation of bid and forfeiture of EMD/Bid Security.
APS shall be refunded immediately on successful completion of the work within 7 days of issuance of Completion Certificate/Provisional Completion Certificate.
Initial Security Deposit (ISD) equal to 2% of the order value (including EMD) must be furnished within 7 working days of LOA.
The security deposit shall be released after a guarantee period of 24 months from the date of handing over the Package.
EMD will be forfeited if the successful bidder fails to execute the agreement or furnish required performance security/additional performance security within the specified time limit.
If any uploaded documents are found false/fabricated/bogus, the bidder will be blacklisted and EMD/bid security forfeited.
Labour Cess @1% of the gross amount of the contractor bill will be deducted.
Failure to rectify defects within 7 days will result in the cost being deducted from the security deposit.
Security deposit @ 5% of the bill will be deducted and refunded after 24 months from the date of handing over, subject to final bill payment.
