Security & deductions from the DTCN (15)

SC/ST Category Contractors seeking EMD exemption or price preference must furnish an affidavit and possess a Registration certificate up to "B" Class; no preference will be considered for Joint Ventures with General Category Contractors.
Engineering Contractors seeking EMD exemption must furnish an affidavit stating they have not been awarded more than 2 or 3 works during the current financial year.
The EMD for each package varies from Rs. 12,061 to Rs. 55,942.
Additional Performance Security (APS) will be obtained from the selected bidder on an incremental basis if the accepted bid price is lower than the Cost Put to Tender, except for Turnkey Tenders.
APS is not required if the accepted bid price is up to (-)10% less than the Cost Put to Tender.
For ROPL below (-)10% but not below (-)20%, APS is incremented by 0.2% for every percentage of ROPL below (-)10%.
For ROPL below (-)20% but not below (-)30%, APS is incremented by 0.3% for every percentage of ROPL below (-)20% plus 2% of the accepted bid price.
For ROPL below (-)30% or more, APS is incremented by 0.5% for every percentage of ROPL below (-)30% plus 5% of the accepted bid price.
APS shall be refunded immediately on successful completion of the work within seven (07) days of issuance of Completion Certificate/Provisional Completion Certificate.
The successful tenderer must furnish Initial Security Deposit (ISD) equal to 2% of the value of the order (including EMD) within 7 working days of Letter of Acceptance (LOA).
The security deposit shall be released after a guarantee period of 24 months from the date of handing over the package.
EMD will be forfeited if the successful bidder fails to execute the agreement or furnish required Performance Security/Additional Performance Security within the specified time limit.
EMD will also be forfeited if any uploaded statements, documents, or certificates are found false/fabricated/bogus, leading to blacklisting.
Any defects occurring within 24 months of commissioning must be rectified by the contractor within 7 days of notification; failure to do so will result in the cost being deducted from the security deposit.
Security deposit @ 5% of the bill will be deducted and refunded after 24 months from the date of handing over, subject to final bill payment.
