Penal charges for overloading (POL) shall be to the Transporter’s account.
If wagons are underloaded, the loss is to be borne by the Transporter.
Penalties for safety violations include: Fatal Accident: Rs. 50 Lakh per case; Accident/Incident leading to property loss: Actual cost + Rs. 10 Lakh per case; Unauthorized entry/driving: Rs. 20,000 per case; Misbehavior/breaching statutory norms: Rs. 25,000 per case.
Rash driving inside Manoharpur Mine will be penalized with Rs. 10,000 on the spot.
If the GCV (eq)/quality of coal at MAHAGENCO plant end deviates from the specified range (3101 – 3400 Kcal/Kg) and is attributable to the Transporter, a recovery will be made using the formula: 1.5 x [Landed Coal Value at Declared GCV − Adjusted Landed Coal Value at Analysed GCV].
Railway freight for transportation from the Railway Siding to MAHAGENCO power plants shall be borne directly by MAHAGENCO and is not part of the Transporter's scope or billing.

In case of vehicle accidents, the service provider must provide immediate transhipment of coal through alternate replacement vehicles at their own cost.
The service provider must report accidents, loss, theft, or damage of cargo to the Owner.
The service provider must ensure vehicles do not divert from prescribed routes without prior approval.
The service provider must take comprehensive insurance policy to cover vehicles, drivers, cleaners, and third parties.
All drivers must possess valid driving licenses.
All vehicles must have valid documents like registration, permits, insurance, and PUC.
All tippers/trucks deployed will be inspected by OCPL officials, who have the right to decide on deployment or rejection.
The service provider must arrange for regular checking/maintenance/repair of deployed tippers/trucks.
Only experienced, skilled, and disciplined drivers of sound health and good antecedents with requisite driving licenses shall be deployed.
The tare weight, gross weight, and maximum carrying capacity of trucks/tippers must be clearly indicated on the vehicle body.
No addition or alteration to the size of the truck/tipper body is allowed without prior OCPL approval.
Transportation will be carried out round the clock for the contract tenure.
The service provider must maintain proper records of trucks/tippers and deployed personnel, including daily attendance and payment records.
Truck/Tipper drivers must be issued Identity Cards by the Service Provider.
The service provider shall not engage persons less than 18 years of age or females during night hours.

The Price Bid opening date is tentatively November 23, 2026.
The contract period shall be 1 (One) year from the date of issuance of Notice to Proceed (NTP) or as mentioned in the LoA, with a possible extension for another year at the same price based on satisfactory performance.
Bids must be submitted electronically through the Odisha e-Tender Portal only.
The Bid Validity Period is 180 days from the Bid Submission Date.
The quoted price shall be inclusive of all expenses, taxes, and duties, cess, except GST, which will be paid extra.
The quoted price shall remain firm and valid for the entire Bid Validity Period and till completion of all contractual obligations in case of award.
Payment terms: 100% of monthly bills paid within 15 working days of submission of error-free bill and certification, after adjustments for penalties/recoveries.
A maximum transit loss tolerance of 0.5% of the dispatched quantity is allowed; any shortage exceeding this will be recovered from the Transporter at the full landed cost (excluding railway freight).
Diesel escalation will be applied monthly based on the formula: Revised Rate = Original Rate + 0.25 x (Revised average diesel price - Base Price of Diesel).
Demurrage charges or idling surcharges levied by Railways due to slow loading, equipment breakdowns, or track blockages at the Railway Siding shall be borne 100% by the Transporter.
Penal charges for overloading (POL) shall be to the Transporter’s account.
If wagons are underloaded, the loss is to be borne by the Transporter.
Penalties for safety violations include: Fatal Accident: Rs. 50 Lakh per case; Accident/Incident leading to property loss: Actual cost + Rs. 10 Lakh per case; Unauthorized entry/driving: Rs. 20,000 per case; Misbehavior/breaching statutory norms: Rs. 25,000 per case.
Rash driving inside Manoharpur Mine will be penalized with Rs. 10,000 on the spot.
If the GCV (eq)/quality of coal at MAHAGENCO plant end deviates from the specified range (3101 – 3400 Kcal/Kg) and is attributable to the Transporter, a recovery will be made using the formula: 1.5 x [Landed Coal Value at Declared GCV − Adjusted Landed Coal Value at Analysed GCV].
Railway freight for transportation from the Railway Siding to MAHAGENCO power plants shall be borne directly by MAHAGENCO and is not part of the Transporter's scope or billing.

The Bid Security amount is Rs. 5,00,00,000/- (Rupees Five Crore Only).
Bid Security can be furnished as Insurance Surety Bond, Account Payee Demand Draft, Fixed Deposit Receipt, Bank Guarantee (including e-bank guarantee), or online payment.
MSMEs are exempted from Bid Security submission if tendered goods/services are manufactured/rendered by them.
Bid Security shall be valid till 60 days beyond the Bid Validity Period.
Bid Security will be forfeited if a bidder withdraws/modifies their bid during validity, does not accept arithmetic error corrections, does not withdraw deviations, fails to accept LOA, fails to submit Contract Performance Guarantee/Security, or submits false/misleading documents.
The Contract Performance Security is 10% of the initial award value, to be submitted within 21 days of LOA issuance.
An option exists to furnish an Initial Contract Performance Security of 2% of the initial award value, with the remaining 8% withheld from RA bills.
Contract Performance Security shall be valid till the successful completion of the contract period with an additional claim period of 180 days.
A Security Deposit equivalent to the value of 50,000 MT of coal (calculated as 50,000 MT × Applicable Coal Value per MT x 1.5) must be furnished against coal in custody at the railway siding.
The Security Deposit against coal in custody shall be in the form of Insurance Surety Bond/Account Payee Demand Draft/Fixed Deposit Receipt/Bank Guarantee or online payment and remain valid throughout the period of coal handling/custody.
