• Contractor must have a valid Civil license of requisite class ("B", "C", or "D" as per package) and a valid H.T. License issued by ELBO, both valid for at least 1 month from tender opening date.

• For Tube Well projects, bidders not owning a DTH/Mud rotary Rig must submit a registered joint venture agreement with Rig owners/Contractors.

• Contractor must have satisfactorily completed (not less than 80% of original contract value) as prime contractor at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• Rig owners/Contractors in joint ventures for Tube Well projects must have a minimum of 3 years experience in successful drilling works.
• Drilling contractor's experience certificate must be issued by a competent authority not below the rank of Divisional Officer.

• Bid Security (EMD) is 1% of the estimated cost, to be deposited online.
• Initial Security Deposit (ISD) of 1% of the accepted tendered amount must be deposited within 7 days of the letter of intent.
• Additional Performance Security (APS) will be calculated incrementally based on how much the accepted bid price is lower than the Cost Put to Tender, as per Works Department O.M.No.173 dt 03.01.2026.

• The contractor must arrange for inspection by the Electrical Inspector and obtain formal approval for energization of the sub-station, submitting a copy to the Executive Engineer.
• The contractor must arrange for testing of the transformer by an approved authority before commissioning and enclose the successful test report and manufacturer's test certificate with the bill of works.
• The contractor must submit purchase bills of all materials with the bill of works.

• The period of completion for all projects is 90 days from the date of issue of the work order.
• Bids remain open for acceptance for a period of 365 days from the last date of receipt of bids.
• Payment to the contractor will be made on a "First & Final bill" basis after successful trial, project handover, and receipt of a completion certificate.
