• Contractors must have a valid Civil license of requisite class ("B", "C", "D" as per tender) and a valid H.T. License issued by ELBO, with both licenses valid for at least 1 month from the tender opening date.
• Contractors with only a Civil or Electrical License must form a joint venture with another contractor, and the joint venture agreement must be registered in any registration office/Executive Magistrate.
• The Joint Venture Agreement must be registered at the Sub-Register/District Registration Office as per the Registration Act 1908, with an agreement period of not less than 18 months.

• For Tube Well projects, bidders/contractors who do not own a DTH/Mud rotary Rig must submit a joint venture agreement with Rig owners/Contractors having ownership, executed in the court of the First-Class Magistrate/Executive Magistrate.
• Contractors must provide an experience certificate/supporting documents for similar nature of work, demonstrating satisfactory completion (not less than 80% of original contract value) of at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• A weightage of 10% per year will be given to the cost of satisfactorily completed works of previous years to bring them to the current price level.

• EMD at 1% of the estimated cost must be deposited online.
• If a bidder withdraws or modifies their bid before the validity period, the EMD will be forfeited.
• Initial Security Deposit (ISD) of 1% of the accepted tendered amount must be deposited within 7 days of the letter of intent.

• The work involves installation and energization of 50 new Tube Well Lift Irrigation Projects, including supply of materials and labor.
• Contractors must erect HT, LT lines, commission Sub-Stations with all required materials, and hand over to TPSODL Electrical Division, Brahmapur after inspection by the Electrical Inspector, adhering to REC specifications and sanctioned estimates.
• The project must be handed over to the concerned Pani Panchayat after completion of all works and a successful trial run in the presence of beneficiaries and the Engineer-in-Charge.
