• Contractors must be registered with the State Government or equivalent grade/class with Central Government/M.E.S./Railways/C.P.W.D. for Civil Works.
• Contractors must have a valid Civil license of requisite class ("B" or "A" as per package) and a valid H.T. License issued by ELBO, both valid for at least 1 month from the tender opening date.
• If a contractor has only a Civil or Electrical License, a joint venture agreement with another contractor is required, which must be registered in any registration office/Executive Magistrate.

• Contractors must provide experience certificates/supporting documents for satisfactorily completing (not less than 80% of original contract value) at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• A weightage of 10% per year will be given to the cost of satisfactorily completed works of previous years to bring them to the current price level.
• Experience certificates must be issued by a competent authority not below the rank of Divisional Officer.

• If a bidder withdraws or modifies their bid before the validity period, the EMD/ISD will be forfeited.
