• Contractors must have a valid Civil license of requisite class ("B" or "A" with HT License) and a valid H.T. License issued by ELBO, with both licenses valid for at least 1 month from the tender opening date.
• Contractors registered with the State Government or equivalent grade/class with Central Government/M.E.S./Railways/C.P.W.D. for Civil Works are eligible.
• If a contractor has only a Civil or Electrical License, they must form a joint venture with another contractor, and the joint venture agreement must be registered in any registration office/Executive Magistrate.

• Contractors must have satisfactorily completed (not less than 80% of original contract value) at least one similar work of not less than 40% of the proposed contract value in the last 5 years, with a 10% per year weightage for previous years' costs.
• Experience certificates must be issued by a competent authority not below the rank of Divisional Officer.
