• Contractors must possess an Electrical H.T. license issued by E.L.B.O. Odisha and a valid civil license issued by a competent authority within Odisha with CDMS Registration.
• Civil Contractors can tie up with Electrical H.T. licensed contractors (or vice versa), with tie-up documents registered in any registration office.
• If a Civil Contractor is the first party in a tie-up, the Electrical Contractor must provide an affidavit stating they have not tied up with any other entity.

• Earnest Money Deposit (EMD) is 1% of the estimated cost for each package, to be deposited online.
• If the bid amount is less than the estimated cost, the bidder must furnish the differential cost as additional Performance Security within seven days of intimation.
• Security deposit for the successful bidder will be 2% of the accepted tendered amount (including EMD) and must be deposited within seven days of intimation.

• No Engineer of Gazetted Rank or other Gazetted Officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a contractor for two years after retirement without Government permission.
• The work involves erecting 11 KV H.T. lines, L.T. lines, and commissioning 11/0.4 KV substations ranging from 25 KVA to 100 KVA.
• Materials for 11 KV line erection include 55 mm2 A.A.A.C. conductor with a span length of 0.07 km.

• The time for completion of work is 90 days for packages 1-152, and 3 calendar months excluding monsoon (July to November) for packages 153-193 from the date of the work order.
• Bids are valid for a minimum period of 365 days from the date of bid opening.
• For packages No. 163 to 193, 70% of the final bill will be paid initially, with the balance paid after solarization, water trial, and handover to Pani Panchayat.
