Bidders must be registered as a Super Class contractor with the Government of Odisha or an equivalent grade contractor registered outside Odisha, who must register in Super Class in Odisha before signing the agreement. | The bidder or consortium partner must possess a valid HT Electrical Contractor’s License issued by ELBO. | The bidder/firm/company should not have been blacklisted in the last five financial years by any government department in India. | The bidder must have satisfactorily completed at least one similar work (UGPL network in Irrigation/water supply projects) of not less than Rs. 77.26 crore at FY 2026-27 price level in the last 5 years. | The bidder must have completed supply, laying, jointing, testing & commissioning of MS/DI/GRP/PSC Pipes of minimum 600 mm & above diameter for a minimum length of 25 Km in any one year during the last five financial years. | The bidder must have completed supply, laying, jointing, Testing & commissioning of HDPE/PVC minimum 110 mm & above diameter for a minimum length of 100 Km in any one year during the last five financial years. | Experience certificates must be self-attested client certificates from an officer not below the rank of Divisional Engineer or equivalent authority. | The bidder must have achieved a minimum annual turnover of Rs. 127.81 Cr. (in Civil Engineering construction work only) in any one financial year during the last 5 financial years at the current Financial Year price level. | The bidder must possess credit facilities of not less than Rs. 38.63 Cr. from any Nationalized/Scheduled Commercial Bank with a branch at Bhubaneswar. | Joint Venture tenders are not acceptable. | Pipe and equipment manufacturers should not have been blacklisted/debarred/disqualified/disallowed to supply pipes for quality issues in the last three years.
