Contractors must be registered as Class "B" or "A" with the Govt. of Odisha or equivalent class of Govt. of India / C.P.W.D. / Central Undertaking / Railway. | Contractors not registered with the State Government must register under the appropriate authority of the State Government of Odisha before the award of work. | Bidder/Firm should have successfully completed at least one work of worth 50% of the work put to tender during the last three financial years. | Bidder/Firm should have an annual financial turnover equal to or more than 50% of the estimated cost put to tender in civil construction works during the last three years. | For composite works, the bidder must be a registered civil contractor of appropriate class and associate with agencies of appropriate class for sanitary, water supply, drainage, electrical, firefighting, and horticulture works. | Each bidder shall submit only one bid for one package. | Bidders must not have made misleading or false representations in qualification documents. | Bidders must not have a record of poor performance, including abandoning works, incomplete contracts, inordinate delays, litigation history, or financial failures. | Bidders must not have participated in previous bidding for the same work with unreasonable prices and no rational justification. | Bidders must not have indulged in unlawful & corrupt means in obtaining bids. | Bidders must not have been blacklisted/their registrations cancelled by the competent authority. | Contractors registered with State Government and contractors of equivalent Grade / class registered with Central Government / MES / Railways having registration for Civil, Electrical and P.H. works are eligible for composite works.
