Contractors must be 'A' Class registered with the State Government or equivalent Grade/Class registered with Central Government/MES/Railways for civil works. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate state authority before work award. | Bidder/Firm should have an annual financial turnover of not less than 40% of the value of work put to tender (Rs. 5,44,23,928.00) in any one year in civil construction works during the last five years, certified by a registered Chartered Accountant. | The applicant should have completed three similar works each costing not less than 40% of the Amount put to tender (Rs. 2,17,69,571/- excluding GST) in the last five years. | Alternatively, the applicant should have completed two similar works each costing not less than 50% of the Amount put to tender (Rs. 2,72,11,964/- excluding GST) in the last five years. | Alternatively, the applicant should have completed one similar work costing not less than 80% of the Amount put to tender (Rs. 4,35,39,142/- excluding GST) in the last five years. | Similar work experience certificates must be obtained from an officer not below the rank of Executive Engineer/Superintending Engineer. | The civil contractor must enter into an MOU with an eligible registered electrical contractor having a valid M.V./H.T. license for electrical works, unless the civil contractor holds such a license. | Joint Ventures are not accepted. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must not have a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department without informing in Schedule-I. | No Engineer of gazette rank or other gazette officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for the contractor for two years after retirement without prior government permission.
