Contractors must be registered with State Governments or equivalent Grade/Class with Central Government/MES/Railways for civil works. | Contractors not registered with the Government of Odisha must register with the appropriate authority before work award. | The bidder must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must declare any near relatives employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the State Government of Odisha or Deputy Manager & above in OSPHWC. | No Engineer of gazetted rank or other gazetted officer from the Government of Odisha's Engineering Department is allowed to work for the contractor for two years after retirement without prior government permission. | The bidder must have executed 3 similar nature of building works with Mechanical, Electrical and Plumbing (MEP) components, each costing not less than or equal to 40% of the bid value in the last 5 years. | Alternatively, the bidder must have executed 2 similar nature of building works with MEP components, each costing not less than or equal to 50% of the bid value in the last 5 years. | Alternatively, the bidder must have executed 1 similar nature of building works with MEP components, costing not less than or equal to 80% of the bid value in the last 5 years. | Annual turnover in any of the preceding 5 years should be equal to the bid amount after due indexing. | Bid capacity 'C' = A x N x 2 – B, where A is the maximum value of Civil Engg.
