Construction of Additional Class Room and upgreadation of existing infrastucture of UGME school , Binjipali, Bomaloi

• Engineer Contractors availing EMD exemption must submit an affidavit stating they have not availed the facility for more than two works during the current financial year.
• If engaging machineries/equipments owned or hired but deployed outside the state, an additional 1% EMD/Bid security is required.
• Bids must be accompanied by an Earnest Money Deposit (Bid Security) of 1% of the estimated cost, pledged in favour of Block Development Officer, Rengali, Sambalpur.
• Bidders desirous to hire machineries or equipments from outside the State or owned but deployed outside the state are required to furnish 2% of the amount put to tender as Bid security.
• The hard copy of tender confirmation letter, original EMD, original cost of tender paper (DD), Registration Certificate, GSTIN, PAN, Original Affidavit, No Relation Certificate, and other requisite documents must be submitted through a drop box on or before 11:15 AM on 03.11.2026.
• Additional performance security shall be obtained from the bidder when the bid amount is less than the estimated cost put to tender, as per specific incremental percentages.
• No preference will be given to MSMEs registered contractors towards exemption from deposit of Bid Security/EMD or concessional payment of Performance Security.
• Bids received without required EMD will be rejected.
• The Bid Security of unsuccessful bidders will be returned within 28 days of the end of the validity period.
• The Bid Security of the successful bidder will be discharged when the bidder has signed the Agreement and furnished the required Performance Security and Additional Performance security if any.
• The Bid Security may be forfeited if the bidder withdraws the bid after opening but within the validity period, seeks revision of rates, fails to submit original documents, or fails to sign the agreement or furnish performance security.
• The successful bidder must sign the agreement and furnish the Performance security & additional Performance security (if any) within 15 days of issue of the letter of acceptance.
• The performance security, including EMD, shall be 2% of the value of the tendered amount (excluding 1% for hiring equipment from outside the state if any).
• The prevailing percentage of I.T. Department towards income tax will be deducted from the contractor’s bill.
• Prevailing rate of GST on the gross amount of the bill will be deducted from the contractor’s bill where the Agreement Value is One Lakh and above.
• Cess @1% will be deducted from the contractor’s bill as per Govt. circular.
