• Contractors exempted from EMD payment must upload documentary evidence for exemption.
• Engineer Contractors availing EMD exemption must submit an affidavit stating they have not availed the facility/participated in more than two works (excluding this one) during the current financial year, mentioning details of such works.
• Bids must be accompanied by an Earnest Money Deposit/Bid security of 1% of the estimated cost, pledged in favour of Block Development Officer, Rengali, Sambalpur.
• Bidders desirous to hire machineries or equipment from outside the State or owned but deployed outside the state are required to furnish 2% of the amount put to tender as Bid security.
• Hard copies of tender confirmation letter, original EMD, original cost of tender paper, registration certificate, GSTIN, PAN, original affidavit, no relation certificate, and other requisite documents must be submitted by 11:15 AM on 03.11.2026 through a drop box.
• Additional performance security will be obtained if the bid amount is less than the estimated cost put to tender, to be deposited within 7 days of the letter of acceptance.
• Additional performance security for low bids: 0% for bids below 0% but not below 10% of project cost; 0.1% increment for every percentage below 10% (starting at 11%) for bids below 10% but not below 20%; 0.2% increment for every percentage below 20% (plus 1%) for bids 20% or more below project cost.
• No preference will be given to Local MSMEs/Start-ups regarding exemption from Bid Security/EMD or concessional payment of Performance Security.
• Bids received without required EMD will be rejected.
• The Bid Security of the successful bidder will be discharged when the bidder has signed the Agreement and furnished the required Performance Security and Additional Performance security if any.
• The Bid Security may be forfeited if the bidder withdraws the bid after opening but within the validity period, seeks revision of rates, fails to submit original documents, or fails to sign the agreement or furnish performance security.
• The successful bidder must furnish the Performance security & additional Performance security (if any) and sign the agreement within 15 days of the issue of the letter of acceptance.
• Performance security, including EMD, shall be 2% of the tendered amount (excluding 1% for hired equipment from outside the state).
• The security deposit will be refunded after 12 months of completion of the work and payment of the final bill and will not carry any interest.
• The prevailing percentage of I.T. Department of the gross amount of the bill towards income tax will be deducted.
• Prevailing rate of GST on the gross amount of the bill will be deducted where the Agreement Value is One Lakh and above.
• Cess @1% will be deducted from the contractor’s bill.
• If the contractor quotes less than the estimated cost, the exact differential cost must be furnished as Additional Performance Security in the form of a Demand Draft/Term Deposit Receipt along with the price bid.
