• Contractors must have a valid Civil license of requisite class ("B", "C", or "D" as per tender) and a valid H.T. License issued by ELBO, with validity for at least 1 month from the tender opening date.
• Contractors with only a Civil or Electrical License must form a joint venture with another contractor, and the joint venture agreement must be registered in any registration office/Executive Magistrate.
• The Joint Venture Agreement must be registered at the Sub-Register/District Registration Office as per the Registration Act 1908, with an agreement period of not less than 18 months.

• For Tube Well projects, bidders/contractors who do not own a DTH/Mud rotary Rig must submit a joint venture agreement with Rig owners/Contractors having ownership, executed in the court of the First-Class Magistrate/Executive Magistrate.
• Contractors must provide an experience certificate/supporting documents for similar nature of work, demonstrating satisfactory completion (not less than 80% of original contract value) of at least one similar work of not less than 40% of the proposed contract value in the last 5 years.
• Bidders who have shown unsatisfactory progress on past similar works or have been declared defaulter contractors are not eligible.

• EMD @ 1% must be deposited by the bidder in Online Mode through the e-portal.
• An Additional Performance Security (APS) system is in place for low bid prices, calculated incrementally based on the Rounding Off of Percentage Less (ROPL) of the accepted bid price compared to the Cost Put to Tender.
• The APS shall be refunded immediately on successful completion of the work within 7 days of issuance of the Completion Certificate/Provisional Completion Certificate.

• The work involves installation and energization of 50 New Tube Well Lift Irrigation Projects, including supply of materials and labor.
