Bidders must be MV/HT/above category Electrical Contractors having a valid license from ELBO and an MoU with an Original Lift Manufacturer (OEM) or its authorized vendor for execution of lift maintenance works. | Alternatively, the bidder may be the Original Lift Manufacturer (OEM) or its authorized vendor, provided it possesses a valid MV/HT/Above category Electrical License issued by ELBO or has a valid MoU with an Electrical Contractor holding a valid MV/HT/Above category Electrical License issued by ELBO. | Bidders should have successfully completed and handed over one or more similar nature of works (AMC or CMC of Passenger Lifts/Elevators) under State Government/Central Government/UT/PSU/Semi-Government organizations during the last five financial years (2021-22 to 2025-26). | The completed work(s) should have been duly inspected and executed to the full satisfaction of the concerned department, with completion certificates issued by an Engineer-in-Charge not below the rank of Executive Engineer. | Bids from Joint Ventures are not acceptable. | Contractors not registered with Govt. of Odisha can participate after enrolment in the portal but must register with the appropriate registering authority before award of work. | The bidder must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, and other documents for the Project or is proposed as Project Manager. | Bidders with a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department must inform this in Schedule-I. | No Engineer of gazette rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior government permission. | An applicant whose contract for any work has been rescinded or who has abandoned any work in the last five years shall be debarred from qualification. | The bidder must not have made misleading or false representations, have a record of poor performance, quoted unreasonable prices without justification, indulged in unlawful/corrupt means, or been blacklisted.
