Contractor must be a "B" Class contractor only. | Contractors registered with Odisha State Government or equivalent grade/class registered with Central Government/any other State Government/MES/Railways are eligible. | Contractors not registered with Government of Odisha must register with the appropriate registering authority of the State Government before award of work/signing of the Agreement. | Bidders must possess an up-to-date compatible Digital Signature Certificate. | Bidders must have successfully completed similar type of work(s) in any one year during the last 7 years, meeting one of the following: three works each costing not less than 40% of the estimated cost, or two works each costing not less than 50% of the estimated cost, or one work costing not less than 80% of the estimated cost. | Similar work must cover Construction of RCC Drain/RCC Culvert/RCC Box Culvert/Bridge/Syphon/VRB/Cross Drainage (CD) Work(s) executed for State Government/Central Government/PSUs/ULBs/Municipal Corporation. | Bidders must have an Average Annual Financial Turnover of not less than 30% of the estimated cost during the last 3 financial years (FY 2023-24, 2024-25, and FY 2025-26), certified by a registered Chartered Accountant. | Bidders must not be undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR) or facing recovery proceedings from Financial Institutions, or declared as 'Sick' by BIFR. | Bidders must ensure possession of or lease/hire agreement for tools, plants, equipment, and machineries as per Schedule-‘D’. | Unless a Civil Engineer Contractor, the successful bidder must deploy at least one experienced Civil Engineer at the work site with a Diploma or Degree in Civil Engineering from an AICTE recognized institute and at least two years of post-qualification experience in Civil Engineering survey, monitoring, quality control, or construction works. | SC/ST contractors and contractors with physical disabilities up to "B" Class are eligible for 50% concession on EMD and ISD.
