Bidders must be registered as “Super Class” or “Special Class” contractors with the Government of Odisha. | Contractors registered in equivalent grade outside Odisha are eligible but must register in super class/special class in Odisha before signing the agreement. | Bidders must have satisfactorily completed as a prime contractor Design, execution and successful commissioning of either one similar work costing not less than 80% of the estimated cost, or two similar works each costing not less than 50% of the estimated cost, or three similar works each costing not less than 40% of the estimated cost during the last 7 years. | Similar work means Drainage/Canal lining/Cross Drainage/Syphon Structure with O&M of at least one year. | Bidders must have achieved a minimum annual turnover in all types of Civil Engineering construction work of Rs. 25.00 Crore in the last five years ending 2025-26. | Bidders must have been profit-making in the last 3 years ending 2025-26. | Bidders must have a minimum Net Worth of Rs. 2.5 crore at the close of the preceding financial year (2025-26). | Bidders must possess credit facilities of not less than twenty percent (20%) of the amount put to Tender, i.e., Rs. 4.96 Crores. | Available BID capacity must be more than the total BID value. | Joint Venture tender is not allowed. | Bidders shall not have been blacklisted by any Department of the Government of Odisha or any other State Government or the Government of India. | Bidders shall not have been demoted to the next lower category for failure to submit Bids after purchasing Bid schedules during any one year, and their registration has not been cancelled for a similar default in two consecutive years.
