Bidders must be registered with the Govt of Odisha or other state Govt / Govt of India/MES/railways for execution of civil works in general and piped water supply projects in particular. | Bidders must be a Registered Contractor of Class "B" of Odisha State PWD or equivalent class of CPWD / Railway / MES / Central or other State Govt. | A Bidder shall be deemed to have the nationality of India. | Government-owned enterprises are eligible only if they are legally and financially autonomous and operate under commercial law. | Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices. | No criminal cases should be pending against the Contractor (him/her/partners) at the time of submitting the tender. | The Contractor must furnish a declaration that no near relatives are working in the cadre of an Assistant Engineer/ Assistant Superintending Engineer and above in Rural Water Supply & Sanitation (RWS&S) of State of Odisha. | The bidder should have successfully completed similar works or any Civil Engineering Works in any one financial year during last five financial years (2021-22 to 2025-26) of value not less than Rs. 25.35 lakhs (30% of the estimated value). | The bidder should have an annual turnover from all classes of Engineering work contracts of not less than Rs. 33.80 lakhs (40% of the estimated cost) in any one financial year during the last 5 financial years (2021-22 to 2025-26). | Bids from joint ventures/associations in firms are not acceptable. | For works above Rs. 3.00 Crores, the Assessed Available Bid Capacity must be more than the total bid value, calculated as (A x N x 2 - B). | A bidder can only participate for projects of value equal to or less than 3 times of its bid capacity for PWS projects in the range of 3 Crore to 6 Crore. | Bidders will be disqualified if they have made misleading or false representations, have a record of poor performance, or participated in previous bidding for the same work with unreasonably high bid prices without rational justification.
