Must be an MV/HT or Above Electrical Contractor with a valid license from ELBO. | Must have executed at least one similar type of work (Electrical Wiring/Supply, Installation, Testing, Commissioning of LT Panel, Street Lights/Solar Street Lights) under State Govt/Central Govt/UT/PSU/Semi Govt. during the last five financial years (2021-22 to 2025-26 & Current FY) with a value not less than 60% (excluding GST) of the estimated cost. | Alternatively, must have executed 2 similar works each costing not less than 40% (excluding GST) of the estimated cost. | Alternatively, must have executed 3 similar works each costing not less than 20% (excluding GST) of the estimated cost. | The work should have been successfully completed and handed over, duly inspected by a competent authority. | Completion certificates must be furnished from an Engineer-in-Charge not below the rank of an Executive Engineer, clearly indicating name, details, value, commencement, and completion dates. | Detailed BOQ along with agreement copy or work order for the work against which the completion certificate has been furnished is mandatory. | If a similar work started before FY 2021-22, it must have been successfully completed and handed over during the last five financial years (2021-22 to 2025-26 & Current FY), with year-wise price breakup (Schedule-G) furnished. | Bids from Joint Ventures are not allowed. | Contractors not registered with the Government of Odisha can participate but must register with the appropriate registering authority before award of work.
