Bidder must be registered under an appropriate Authority (Indian Companies Act 1956/2013, Indian Partnership Act 1932, Society Registration Act-1860, Limited Liabilities Partnership Act-2008, or Odisha Shops & Establishments Act-1956). | Bidder must not be under any declaration of ineligibility by any Client and should not be blacklisted by any Govt. project as of the proposal date. | Bidder must furnish an affirmative statement as to the existence of any potential conflict of interest. | Bidder must not have any pending judicial proceedings for any criminal offense against the proprietor/Director/persons to be deployed by the Service. | The Registered Office/Branch Office of the service provider must be located within the jurisdictional area of Odisha. | Bidder should be registered with Income Tax, Goods and Services Tax, Labour Laws, Employees Provident Fund Organization, and Employees State Insurance Corporation. | Bidder must possess a valid License under PSARA (Private Security Agencies Regulation Act-2005). | Bidder must have executed at least one comprehensive operation, maintenance, and multifacility mechanized services project in Central/State Govt./PSU in India (at least one project in Bhubaneswar) during the last 5 financial years (as of 31.03.2026) with a minimum 220,000 sq. ft. built-up area at a single location and an annual contract value of not less than ₹1.50 Crore. | Average annual turnover must be at least Rs. 30.00 Crore in the last 3 financial years ending 31st March 2025. | Bidder must have its own Bank account in any Scheduled bank anywhere in India. | Bidder should be registered with “Capability Maturity Model Integration (CMMI)” Level 5. | Bidder must have filed EPF & ESI returns for FY 2024-25 and FY 2025-26 (up to 31st December 2025). | Consortium/Joint Venture is not allowed. | Experience of the bidder (in number of years in business from the date of incorporation) preferably more than 5 years.
