Open to 'C' class and 'D' class contractors registered with the State Government or equivalent grade/class registered with CPWD/Central Government/MES/Railways for civil works. | Contractors not registered with the Government of Odisha can participate after portal enrollment but must register with the appropriate state authority before work award. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must disclose if a relative is employed as an Officer in the rank of Assistant Engineer/Under Secretary or above in the Government of Odisha in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint Ventures are not acceptable. | Bidders must not have made misleading or false representations in qualification documents. | Bidders must not have a record of poor performance, including abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures. | Bidders must not have participated in previous bidding for the same work, quoted unreasonable prices, and failed to provide rational justification. | Bidders must not have indulged in unlawful & corrupt means in obtaining bids. | Bidders must not have been blacklisted/their registrations by the competent authority. | Each bidder shall submit only one bid for one package.
