Contractors registered with the State Government (Class B & C) or equivalent grade/class registered with CPWD/Central Government/MES/Railways for execution of Civil works are eligible. | Contractors not registered with the Government of Odisha can participate after enrollment in the portal but must register with the appropriate state authority before work award. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders with a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department must declare it in Schedule-I. | Bids from Joint Ventures are not acceptable. | Each bidder shall submit only one bid for one package. | A firm engaged by the Engineer-in-Charge to provide consulting services for the preparation or supervision of the works, and any of its affiliates, shall not be eligible to bid. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for contractor for a period of two years after his retirement from Government service, without prior permission.
