Department. | Tenderers must upload a valid Registration Certificate of the required class. | Civil Contractors must upload a scanned copy of a notarized agreement with a registered Electrical Contractor, including their valid license, GSTIN, and PAN. | For works value up to Rs. 5.00 crores, no specific qualifying criteria beyond general requirements apply. | For works value more than Rs. 5.00 crores, tenderers must have executed similar works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost in any 3 financial years of the last 8 years. | The total financial turnover in Civil Engineering works must be not less than the amount put to tender during any 3 financial years of the last 5 financial years (excluding GST). | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works, calculated as (A*N*2 - B). | Joint Ventures are allowed for works exceeding Rs 10.00 crore, with not more than three constituents, and the lead partner must be a registered Contractor of the appropriate class. | Bidders from outside the state can participate without a GSTIN clearance certificate if they submit an affidavit stating they are not registered under the GSTIN Act and have no liability, but must produce the certificate before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD may participate, but successful bidders must register under the state PWD before signing the Agreement. | Bidders will be disqualified if they made misleading or false representations, have a record of poor performance, quoted unreasonable prices without justification, indulged in unlawful/corrupt means, or have been blacklisted/suspended.
