Contractors must be registered with the State Governments or of Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with the Government of Odisha must register with the appropriate state government authority before award of the work. | Bidders must possess a valid HT electrical license issued by ELBO. | Bids from Joint Ventures are not acceptable. | The bidder must not be associated, directly or indirectly, with the Consultant or any other entity that has prepared the design, specifications, and other documents for the Project or being proposed as Project Manager for the Contract. | A firm engaged by the Engineer-in-Charge to provide consulting services for the preparation or supervision of the works, and any of its affiliates, is not eligible to bid. | Bidders must disclose if a relative is employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for a contractor for a period of two years after retirement without prior written permission. | The bidder must have executed at least one similar type of work such as Construction/AMC of Fire Fighting System installation (hydrants, sprinklers, pump). | The bidder must not have made misleading or false representations in qualification documents. | The bidder must not have a record of poor performance such as abandoning works, not properly completing contracts, inordinate delays, litigation history, or financial failures. | The bidder must not have participated in previous bidding for the same work and quoted unreasonable prices without rational justification. | The bidder must not have indulged in unlawful & corrupt means in obtaining bids. | The bidder must not be blacklisted/their registrations by the competent authority. | Each bidder shall submit only one bid for one package.
