Contractors must be 'D' & 'C' Class registered with State Governments or equivalent Grade/class registered with Central Government/MES/Railways for Civil works. | Bidders must possess compatible Digital Signature Certificate (DSC) of Class-II or Class-III. | Registered bidders outside of Odisha State can participate but must register with the appropriate authority of the Odisha State Govt. within a month of bid acceptance. | Joint Venture bids are not allowed. | Contractors must be registered in the CDMS portal (www.cdmsodisha.gov.in). | No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a contractor within a period of two years after retirement without Government permission. | SC/ST contractors may receive a 10% price preference if their tender is within 10% of the lowest tenderer's rate. | Price preference will be given to M/s Odisha Bridge Construction Corporation Ltd, M/s Odisha Construction Corporation Ltd. and other Govt. entities as per relevant Govt. Circulars. | Super class contractors shall employ two Graduate Engineers and two Diploma holders from Odisha. | Special class contractors shall employ one Graduate Engineer and two Diploma Holders from Odisha. | 'A' class contractors shall employ one Graduate Engineer or two Diploma Holders from Odisha.
