Contractor must be an 'A' Class Contractor (of Odisha PWD) or relevant class of other licensing authorities. | Contractor must not have abandoned any work of similar nature nor had their contract rescinded during the last five years. | Contractor must have executed similar nature of work worth 75% of the estimated cost during any three financial years of the last preceding five years. | Contractor must have a total financial turnover in Civil Engineering works not less than the estimated cost during any three financial years of the last preceding five financial years. | Contractor must possess the specified machineries either owned or on hire/lease. | Available bid capacity must be more than the total estimated cost of the works. | Joint Venture/Consortium agreements/M.O.Us are not allowed. | Contractors not registered with the Government of Odisha can participate after portal enrolment but must register with the appropriate State Government authority within one month of bid acceptance. | Contractors from outside the state without GSTIN/GST registration certificate must submit an affidavit stating they have no business or liability under the GST Act in the state, and must produce the certificate before contract award.
