Open to all Contractors of the class mentioned in the Invitation for Bids registered with the State Governments and Contractors of Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate after necessary enrolment in the portal but must register with the appropriate registering authority of the State Govt. before award of the work. | For composite tenders, the bidder must be a registered civil contractor of appropriate class and associate with agencies of appropriate class eligible for sanitary, water supply, drainage, electrical, and firefighting works. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must inform if a relative in the rank of Assistant Engineer/Under Secretary or above in the concerned Department of Government of Odisha is employed with them. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for contractor for two years after retirement without prior government permission. | Joint ventures are not acceptable. | The civil contractor must enter into a notarized M.O.U. with an eligible registered electrical contractor having a valid H.T./M.V/L.T. license, unless the civil contractor holds such a license. | Bidders must make a notarized MOU with a professional firm or body competent and experienced in installing fire safety services for high-rise buildings, and this firm must be registered under any state Govt./Central Govt. Organization for installation & commissioning of Fire Safety services.
