Open to all Contractors of the class mentioned in the Invitation for Bids registered with the State Governments and Contractors of Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works. | Contractors not registered with Govt. of Odisha can participate after enrolment in the portal but must register with the appropriate registering authority of the state Govt. before award of the work. | For composite tenders, the bidder must be a registered civil Contractor of appropriate class and associate with agencies of appropriate class eligible for sanitary and water supply, electrical, firefighting installation, and horticulture works. | Bids from Joint ventures are not acceptable. | The bidder must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders with a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department must inform this in Schedule-I. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for contractor for two years after retirement without prior permission. | The civil contractor must enter into a notarized M.O.U. with an eligible registered electrical contractor having valid H.T./M.V/L.T. license for electrical works, unless the civil contractor holds such a license. | Bidders must make a notarized MOU with a professional firm or body experienced in fire safety services installation for high-rise buildings. | The fire safety firm must be registered under any state Govt./Central Govt.
