Bidders must be eligible class of contractors of Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES. | Bidders must possess compatible Digital Signature Certificates (DSC). | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before award of work. | For estimated cost more than Rs. 1.00 Crore and up to Rs. 20.00 Crore, bidders must be 'A' class contractor (of Odisha PWD) or relevant class of other licensing authorities. | For estimated cost more than Rs. 6.00 Crore and up to Rs. 50.00 Crore, bidders must be Special class contractor (of Odisha PWD) or relevant class of other licensing authorities. | For estimated cost above Rs. 20.00 Crore, bidders must be Super class contractor (of Odisha PWD) or relevant class of other licensing authorities. | The intending tenderer(s) should not have abandoned any work of similar nature, nor should their contract have been rescinded during the last five years. | The contractor shall furnish a certificate along with the tender to the effect that he is not related to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | The intending tenderer(s) must upload a valid Registration Certificate as on date, of the required class as mentioned in TCN. | The Civil Contractor must upload the scan copy of a Notarized agreement executed between the registered Electrical Contractor along with their valid license, GSTIN & PAN. | Intending tenderers should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The intending tenderer(s) should have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | All financial figures such as Annual turnover, Works Experience, Work in hand (existing Commitments) must be excluding GST. | Applicant(s) who meet the minimum qualification criteria will be qualified only if their available bid capacity at the expected time of bidding is more than the total estimated cost of the works mentioned in Contract Data. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate in the Bid. | Bidders from outside the state can participate without having a GSTIN clearance Certificate if they submit an undertaking that they are not registered under the GSTIN Act as they have not started any business in the state and have no liability under the Act, but must produce the GSTIN clearance Certificate before award of the final contract. | Bidders registered under other State Governments/MES/Railways/CPWD in equivalent rank may participate, but successful bidder has to register under the state PWD before signing the Agreement. | Special class contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the state of Odisha. | A class contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the State of Odisha.
