Contractors must be 'B' Class / 'A' Class registered with the State Government or equivalent grade/class registered with Central Government/MES/Railways for Civil works. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate registering authority of the State Government before award of the work. | Bidders must possess a compatible Digital Signature Certificate (DSC) of Class-III. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must declare any relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department. | Joint ventures are not acceptable. | Completion of one similar work of Rs. 49.35 lakh (Excluding GST) (i.e. 30% of estimated cost) with the base year 2026-27. | Similar nature of work means: Construction of RCC Framed Building including EI & GPH work (Composite Tender). | Required Bid Capacity must be more than the Estimated cost of the work put to tender. | For composite tenders, the Civil contractor must have an M.O.U. with eligible Registered Electrical Contractor having valid H.T. / L.T./ M.V. License issued by Govt. of Odisha, or possess their own valid Electrical License, or have an endorsement as per Clause-27 B of “Electrical Licensing Board Regulation, Odisha, 2014” if licensed by another State. | Contractors must furnish ownership documents for machineries or lease deeds for hired equipment for a minimum period of 9 months from the last date of bid submission, with the work name entered in the contracts/agreements/lease deeds. | Contractors must secure a minimum of 80% marks for possession of principal machineries/equipments as per Schedule-C.
