Open to "A" Class Contractors registered with the State Government or equivalent grade/class registered with Central Government/MES/Railways for Civil works. | Contractors not registered with Govt. of Odisha can participate after enrolment in the portal but must register with the appropriate state authority before work award. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders with a relative employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department must inform the same. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior government permission. | Bids from Joint ventures are not acceptable. | Completion of one similar work of Rs. 116.68 lakh (excluding GST), which means Construction of RCC Framed Building including EI & GPH work (Composite Tender). | Required Bid Capacity must be more than the Estimated cost of the work put to tender. | The Civil contractor must enter into an M.O.U. with eligible Registered Electrical Contractor having valid H.T. / L.T./ M.V. License issued by Govt. of Odisha, or own a valid registration in H.T. / L.T./ M.V. Electrical License issued by Govt. of Odisha with the same name & style, or for contractors with licenses from other states, submit an Endorsement as per Clause-27 B of “Electrical Licensing Board Regulation, Odisha, 2014”. | Contractors belonging to outside state of Odisha and not started business should submit an undertaking in the form of an Affidavit indicating they are not registered under Odisha GSTIN and have no liability under the Act, but must produce Odisha GSTIN before final contract award.
