Contractors must be registered with the Government of Odisha or of equivalent class of other State Government/Railways/CPWD/MES. | Contractors must have experience in construction of Bridge works. | Bidders must possess compatible Digital Signature Certificates (DSC) of required Class. | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before award of the work. | For estimated cost above Rs. 20.00 Crore, Super class contractor (of Odisha PWD) or relevant class of other licensing authorities are eligible. | For estimated cost more than Rs. 6.00 Crore and upto Rs. 50.00 Crore, Special class contractor (of Odisha PWD) or relevant class of other licensing authorities are eligible. | For estimated cost more than Rs. 1.00 Crore and upto Rs. 20.00 Crore, ‘A’ class contractor (of Odisha PWD) or relevant class of other licensing authorities are eligible. | The intending tenderer(s) should not have abandoned any work of similar nature, nor should their contract have been rescinded during the last five years. | The intending tenderer(s) should have a valid Registration Certificate of the required class. | The intending tenderer(s) should have an up-to-date GSTIN Certificate and possess a PAN Card. | For works value more than Rs. 5.00 crores, bidders must have executed similar nature of work worth 75% of the estimated cost put to tender during any three financial years taken together of the last preceding five years (2021-22 to 2025-26), excluding the current financial year 2026-27. | The total financial turnover in respect of Civil Engineering works must not be less than the amount put to tender during any three financial years taken together of the last preceding five financial years (2021-22 to 2025-26), excluding the current financial year. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works. | Joint Ventures are allowed for works value exceeding Rs 10.00 crore, with not more than three constituents. | The lead partner in a Joint Venture must be a registered Contractor of appropriate class of the State. | SC and ST Category Contractors with Registration Certificate up to ‘B’ Class are eligible for 10% price preference.
