Contractors must be registered with the Government of Odisha or equivalent class with other State Government/Railways/CPWD/MES. | For estimated cost above Rs. 20.00 Crore: Super class contractor (of Odisha PWD) or relevant class of other licensing authorities. | For estimated cost more than Rs. 6.00 Crore and upto Rs. 50.00 Crore: Special class contractor (of Odisha PWD) or relevant class of other licensing authorities. | For estimated cost more than Rs. 1.00 Crore and upto Rs. 20.00 Crore: 'A' class contractor (of Odisha PWD) or relevant class of other licensing authorities. | Contractor must not have abandoned any work of similar nature or had their contract rescinded in the last five years. | For works value more than Rs. 5.00 Crores, the contractor must have executed similar nature of work worth 75% of the estimated cost in any three financial years of the last preceding five financial years (2021-22 to 2025-26). | The total financial turnover in respect of Civil Engineering works must not be less than the amount put to tender during any three financial years taken together of the last preceding five financial years (2021-22 to 2025-26). | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works. | Joint Ventures are allowed for works value exceeding Rs. 10.00 Crore, with not more than three constituents, and the lead partner must be a registered contractor of appropriate class of the State. | Individual registered contractors belonging to Schedule Caste and Schedule Tribe with Registration Certificate up to 'B' Class are eligible for 10% price preference.
