Contractors must be registered as 'B' Class or equivalent with Govt. of Odisha / Govt. of India / C.P.W.D. / central undertaking / Railway / M.E.S. | If not registered under State Government, successful bidders must register under the appropriate authority of the State Government of Odisha before award of work. | Bidder must have executed at least one similar work not less than or equal to 60% of the bid value in the last 3 years. | Bidder must have an annual financial turnover of not less than 60% of the value of work put to tender in any one year in civil construction works during the last three years, certified by a registered Chartered Accountant along with profit loss statement. | Bidders participating through Joint Venture shall declare the authorized signatory through a Memorandum of Understanding duly registered and enroll in the portal in the name and style of the joint venture company. | Contractors not registered with Govt. of Odisha can participate in e-procurement after enrollment but must register with the State Govt. before work award. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, and other documents for the Project or is proposed as Project Manager. | Bidders must disclose if a relative is employed as an Officer in the rank of an Assistant Engineer/Chairman/Secretary in the concerned Department. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint ventures are not acceptable. | Contractors registered for Civil, Electrical and P.H. works with legal competency and expertise in all three areas are eligible for composite work.
