Must be a government registered contractor. | Must possess a compatible Digital Signature Certificate of Class-II or Class-III. | Must be a Registered Contractor of 'A' & 'B' Class of Odisha State PWD or equivalent class of Government of Odisha, OTHER STATE GOVERNMENT/ RAILWAYS/ CPWD/MES/CONSTRUCTION COMPANY/REPUTED ENGINEERING FIRM or other State Govt. | Must not have any criminal cases pending against the Contractor (him/her/partners) at the time of submitting the tender. | Must not have any near relatives working in the cadre of an Assistant Engineer /Assistant Executive Engineer and above in the Organization of Sambalpur Municipal Corporation, Sambalpur. | Must not have misled or made false representation in any submitted statements. | Must not have a record of poor performance, absconding from work, works not properly completed, inordinate delays, or financial failure. | Experience of having successfully completed similar nature of civil works (road, drain, building, irrigation, PH & Sanitation) during the last 3 years ending last of month previous to the one in which tenders are invited, meeting one of the following: three similar completed works costing not less than 40% of the estimated value, two similar completed works costing not less than 50% of the estimated value, or one similar completed work costing not less than 80% of the estimated value. | Average annual financial turnover of not less than 30% of the Tender values during the last three (3) financial years ending on 31.03.2026 (2023-24, 2024-25, and 2025-26) in civil Construction Works, certified by a Chartered Accountant. | Must not have been blacklisted by any Govt./ Govt. Undertaking on the bid opening date. | Government-owned enterprises are eligible only if they are legally and financially autonomous and operate under commercial law. | Bidders participating through Joint Venture shall declare the authorized signatory through Memorandum of Understanding duly registered and enroll in the portal in the name and style of the Joint Venture Company.
