Contractor must be an eligible class of contractor of Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES. | Contractor must possess compatible Digital Signature Certificates (DSC). | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before award of work. | For estimated costs above Rs. 20.00 Crore: Super class contractor (of Odisha PWD) or relevant class of other licensing authorities. | For estimated costs more than Rs. 6.00 Crore and up to Rs. 50.00 Crore: Special class contractor (of Odisha PWD) or relevant class of other licensing authorities. | For estimated costs more than Rs. 1.00 Crore and up to Rs. 20.00 Crore: 'A' class contractor (of Odisha PWD) or relevant class of other licensing authorities. | Tenderer should not have abandoned any work of similar nature, nor should their contract have been rescinded during the last five years. | Tenderer must not be related to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | Civil Contractor must upload a notarized agreement with a registered Electrical Contractor, including their valid license, GSTIN & PAN. | For works value up to Rs. 5.00 crores, no qualifying criteria except clauses 1(a), (b), (c), (d) & (e) are required. | For works value exceeding Rs. 5.00 crore, the intending tenderers should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The total financial turnover in respect of Civil Engineering works must be an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | All financial figures (Annual turnover, Works Experience, Work in hand) must be excluding GST. | Applicant's available bid capacity at the expected time of bidding must be more than the total estimated cost of the works mentioned in Contract Data. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate in the Bid. | Bidders are subject to disqualification for misleading/false representations, record of poor performance, quoting unreasonable prices without justification, unlawful/corrupt means, or being blacklisted/suspended.
