Department or Assistant/Under Secretary & above in the R.D. Department. | Civil Contractors must submit a notarized agreement with a registered Electrical Contractor having a valid license, GSTIN, and PAN. | For works valued above Rs. 5.00 crores, the intending tenderers should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The intending tenderer(s) should have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate in the Bid. | Bidders from outside the state can participate without a GSTIN clearance Certificate if they submit an undertaking that they are not registered under the GSTIN Act and have no liability, but must produce it before final contract award. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works mentioned in Contract Data, calculated as (A*N*2 - B). | The roofing system manufacturer must have prior experience in the execution of stadiums with the specified roofing system in India. | Special class contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the state of Odisha. | 'A' class contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the State of Odisha.
