Eligible class of contractors of Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES with experience in construction of works. | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before award of work. | Estimated cost above Rs. 20.00 Crore: Super class contractor (of Odisha PWD) or relevant class of other licensing authorities. | Estimated cost more than Rs. 6.00 Crore and upto Rs. 50.00 Crore: Special class contractor (of Odisha PWD) or relevant class of other licensing authorities. | Estimated cost more than Rs. 1.00 Crore and upto Rs. 20.00 Crore: 'A' class contractor (of Odisha PWD) or relevant class of other licensing authorities. | Tenderer should not have abandoned any work of similar nature, nor should their contract have been rescinded during the last five years. | Contractor must not be related to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | For works value up to Rs. 5.00 crores, no qualifying criteria except clauses 1(a), (b), (c), (d) & (e) are required. | For works value exceeding Rs. 5.00 crore, intending tenderers should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The total financial turnover in respect of Civil Engineering works must be not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | Applicant's available bid capacity at the expected time of bidding must be more than the total estimated cost of the works. | Bidders from outside the state can participate without GSTIN clearance Certificate if they submit an undertaking that they are not registered under the GSTIN Act, but must produce it before contract award. | Bidders registered under other State Governments/MES/Railways/CPWD must register under the state PWD before signing the Agreement if successful. | Special class contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the state of Odisha. | 'A' class contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the State of Odisha.
