Contractors must be Super class, Special class, or 'A' class (of Odisha PWD) or relevant class of other licensing authorities, depending on the estimated cost. | Bidders must possess compatible Digital Signature Certificates (DSC) of required Class. | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before award of work. | Tenderer(s) should not have abandoned any work of similar nature, nor should their contract have been rescinded during the last five years. | Contractor must not be related to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | The intending tenderer(s) must upload a valid Registration Certificate of the required class. | The Civil Contractor must upload a scan copy of a Notarized agreement with a registered Electrical Contractor along with their valid license, GSTIN & PAN. | For works value up to Rs. 5.00 crores, there are no qualifying criteria for works experience except for general clauses. | For works exceeding Rs. 5.00 crore, intending tenderers should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The total financial turnover in respect of Civil Engineering works must be an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | Applicant(s) must have an available bid capacity at the expected time of bidding more than the total estimated cost of the works, calculated as (A*N*2 - B). | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | Bidders from outside the state can participate without a GSTIN clearance Certificate if they submit an undertaking, but must produce it before final contract award. | Bidders registered under other State Governments/MES/Railways/CPWD in equivalent rank may participate, but the successful bidder must register under the state PWD before signing the Agreement. | Special class contractors shall employ one Graduate Engineer and two Diploma Holders belonging to the state of Odisha. | 'A' class contractors shall employ one Graduate Engineer or two Diploma Holders belonging to the State of Odisha.
