Contractor must be a Super Class contractor (for estimated cost above Rs. 20.00 Crore), Special Class contractor (for estimated cost more than Rs. 6.00 Crore and up to Rs. 50.00 Crore), or 'A' Class contractor (for estimated cost more than Rs. 1.00 Crore and up to Rs. 20.00 Crore) of Odisha PWD or equivalent class from other State Government/Railways/CPWD/MES. | Contractor must not have abandoned any work of similar nature or had their contract rescinded during the last five years. | Contractor must furnish a certificate stating no relation to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | For works value up to Rs. 5.00 crores, no qualifying criteria except clauses 1(a), (b), (c), (d) & (e) are required. | For works value exceeding Rs. 5.00 crore, the contractor must demonstrate annual turnover, bid capacity, and works experience as per clauses 1(g), (f)(ii) & (i) in aggregate. | Intending tenderers should have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | The total financial turnover in respect of Civil Engineering works must be not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | All financial figures (Annual turnover, Works Experience, Work in hand) must be excluding GST. | Bid capacity must be more than the total estimated cost of the works, calculated as (A*N*2 - B), where A is maximum value of works executed in any one year, N is number of years prescribed for completion, and B is value of existing commitments and ongoing works. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | Registered bidders from outside Odisha can participate but must register with the appropriate authority of the State Government before award of the work. | SC and ST Contractors with Registration Certificate up to 'B' Class are eligible for 10% price preference.
