Bidders must be eligible class contractors of Government of Odisha or equivalent class of other State Government/Railways/CPWD/MES. | Bidders must possess compatible Digital Signature Certificates (DSC). | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before award of work. | For estimated costs more than Rs. 1.00 Crore and up to Rs. 20.00 Crore, bidders must be 'A' class contractors (of Odisha PWD) or relevant class of other licensing authorities. | Bidders must not have abandoned any work of similar nature, nor had their contract rescinded during the last five years. | Bidders must furnish a certificate stating no relation to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | For works value above Rs. 5.00 crores, bidders must have executed works (Buildings/Bridges/Major Irrigation Structures) worth 50% of the estimated cost put to tender during any 3 financial years taken together of the last preceding 8 years. | Bidders must have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | Joint Venture/Consortium agreements/M.O.Us are not allowed to participate. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works. | Bidders are subject to disqualification if they have made misleading or false representations, have a record of poor performance, participated in previous bidding for the same work with unreasonable prices, indulged in unlawful & corrupt means, or been blacklisted/suspended.
