Contractors must be eligible class of contractors of Government of Odisha or of equivalent class of other State Government / Railways / CPWD / MES. | Bidders must have necessary Portal Enrolment with their own Digital Signature Certificate. | Registered bidders from outside Odisha must undergo registration with the appropriate authority of the State Government before award of the work. | The contractor must not have abandoned any work of similar nature, nor should their contract have been rescinded during the last five years. | The contractor must not be related to any officer in the rank of Assistant Engineer & above in the state R.D. Department or Assistant/Under Secretary & above in the R.D. Department. | The intending tenderer(s) must upload a valid Registration Certificate of the required class as mentioned in TCN (B Class for this work). | The Civil Contractor must upload a scanned copy of a notarized agreement with a registered Electrical Contractor along with their valid license, GSTIN & PAN. | For works valued less than Rs. 7.00 crores, there are no specific qualifying criteria beyond clauses 1(a), (b), (c), (d) & (e). | The intending tenderer(s) should have a total financial turnover in respect of Civil Engineering works of an amount not less than the amount put to tender during any 3 financial years taken together of the last preceding five financial years. | The contractor must not have more than three works pending under this office and must not have had a contract closed or recommended for closure with penalty under this office at the time of bidding. | The available bid capacity at the expected time of bidding must be more than the total estimated cost of the works. | Joint Ventures are not allowed to participate in this bid.
