Open to D & C Class Contractors of Government of Odisha or equivalent class of other State Government / Railways / CPWD / MES. | Registered bidders from outside Odisha must register with the appropriate authority of the State Government before award of work. | Contractors exempted from EMD payment must submit an original affidavit detailing previous exemptions in the current financial year. | Contractors with more than three pending works under this Division, or who have not completed work on time and whose contract was closed with penalty, are not eligible. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or documents for the Project. | A firm engaged by the Project Administrator to provide consulting services for the preparation or supervision of works, and its affiliates, are not eligible. | Bidders with a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the State Government of Orissa in the concerned Department must inform this in the bid. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of the Government of Odisha is allowed to work for a contractor for two years after retirement without prior permission. | Bids from Joint Ventures are acceptable. | Bidders are subject to disqualification for misleading/false representations, poor performance records, quoting unreasonable prices without justification, indulging in unlawful/corrupt means, or being blacklisted/suspended.
