Contractors must be registered as "Special" & "A" Class with the State Government or of equivalent grade/class with Central Government/MES/Railways for civil works. | Contractors not registered with the Government of Odisha can participate but must register with the appropriate state government authority before work award. | Bidders must have a valid Goods and Service Tax (GST) registration. | The bidder/firm should have an annual financial turnover of not less than 40% of the value of work put to tender in any one year during the last five years in civil construction works, certified by a registered Chartered Accountant. | The applicant should have completed three similar works each costing not less than 40% of the Amount put to tender (Rs. 6,12,86,646/- excluding GST) in the last five years, OR two similar works each costing not less than 50% of the Amount put to tender (Rs. 7,66,08,307/- excluding GST), OR one similar work costing not less than 80% of the Amount put to tender (Rs. 12,25,73,292/- excluding GST). | Similar work experience certificates must be obtained from an officer not below the rank of Executive Engineer/Superintending Engineer. | Joint Ventures are not accepted. | The civil contractor must enter into a notarized M.O.U. with an eligible registered electrical contractor having a valid H.T. license for electrical installation and other electrical works, unless the civil contractor has a valid H.T. electrical license under the same name and style. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | Bidders must disclose if a relative is employed as an Officer in the rank of Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department. | No Engineer of gazette rank or other gazette officer employed in an Engineering Department of the Government of Odisha is allowed to work for the contractor for two years after retirement without prior government permission.
