Bidders must be 'B' Class contractors registered with Odisha State Government or equivalent grade/class registered with Central Government/ any other State Government/ MES/Railways. | Bidders must possess an up-to-date compatible Digital Signature Certificate. | Bidders must have successfully completed three similar works each costing not less than 40% of the estimated cost in any one year during the last 7 years. | Alternatively, bidders must have successfully completed two similar works each costing not less than 50% of the estimated cost in any one year during the last 7 years. | Alternatively, bidders must have successfully completed one similar work costing not less than 80% of the estimated cost in any one year during the last 7 years. | Similar works must cover Construction/ fabrication/ supply, erection and installation of structural steel works/ tensile membrane/ tensile fabric structures/ tubular steel structures/ G.I./ G.C.I./ polycarbonate/ metal roofing works/ entrance gates/ similar steel structures along with allied civil works. | Similar works must have been executed for State Government / Central Government / PSUs/ ULBs/ Municipal Corporation. | Bidders must submit performance certificates for similar works from an authority not below the rank of Executive Engineer or its equivalent. | Bidders must have an Average Annual Financial Turnover of not less than 30% of the estimated cost during the last 3 financial years (FY 2023-24, 2024-25, and FY 2025-26). | The turnover certificate must be certified by a registered Chartered Accountant and bear a Unique Document Identification Number (UDIN). | Bidders must not have applied for / be undergoing Corporate Debt Restructuring (CDR)/Strategic Debt Restructuring (SDR) or facing recovery proceeding from Financial Institutions or declared as 'Sick' or under consideration as 'Sick' by BIFR. | SC/ST contractors and contractors with physical disabilities up to 'B' Class are eligible for 50% concession on EMD and ISD. | Bidders must secure a minimum qualifying mark of 80 in the evaluation of tools, plants, machineries and equipment as described under Schedule-D.
