Contractors must be validly registered/empaneled under KODALA NAC or registered with State Governments, Central Government, MES, or Railways for civil works. | Contractors not registered with the Government of Odisha can participate but must register with the appropriate registering authority of the State Government before the award of work. | The bidder must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or other documents for the Project. | Bidders must not have a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the State Government of Odisha in the concerned Department or Deputy Manager & above in NAC KODALA, or must declare such relationship. | No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the Government of Odisha is allowed to work for the contractor for two years after retirement without prior permission. | The bidder must have executed at least 3 similar nature of bridge construction / building works with Mechanical, Electrical and Plumbing (MEP) components, each costing not less than or equal to 40% of the bid value, during the last 5 years. | Alternatively, the bidder must have executed at least 2 similar nature of bridge construction / building works with Mechanical, Electrical and Plumbing (MEP) components, each costing not less than or equal to 50% of the bid value, during the last 5 years. | Alternatively, the bidder must have executed at least 1 similar nature of bridge construction / building works with Mechanical, Electrical and Plumbing (MEP) components, each costing not less than or equal to 80% of the bid value, during the last 5 years. | Annual turnover in any of the preceding 5 years should be the bid amount after due indexing. | The bid capacity of qualified bidders should be evaluated as per 'C = A x N x 2 – B', where A is the maximum value of Civil Engg. Works executed in any year in the preceding 5 years, N is the number of years prescribed for completion of works, and B is the value of works in hand. | Bidders must possess a compatible Digital Signature Certificate (DSC) of Class as mentioned in Para (2) of IFB. | Bids from Joint Ventures are not acceptable. | Contractors with Physical Disabilities/Engineer Contractors/ST or SC Contractors/other agencies conferred with exemption facility may be eligible for EMD & ISD exemption, subject to submission of required documents and verification.
