Open to all Contractors of 'A'/Special Class registered with the State Governments. | Contractors of Equivalent Grade/Class Registered with Central Government/MES/Railways for execution of civil works are eligible. | Contractors not registered with Govt. of Odisha can participate but must register with the appropriate state authority before award of work. | Bidders must not be associated, directly or indirectly, with the Consultant or any other entity that prepared the design, specifications, or is proposed as Project Manager. | If the bidder has a relative employed as an Officer in the rank of an Assistant Engineer/Under Secretary and above in the Government of Odisha in the concerned Department, this must be declared. | No Engineer of gazetted rank or other gazetted officer employed in an Engineering Department of the Government of Odisha is allowed to work for contractor for two years after retirement without prior permission. | Joint ventures are not acceptable. | For composite tenders, the civil contractor must enter into an M.O.U. with eligible Registered Electrical Contractor having valid H.T. / L.T./ M.V. License issued by Govt. of Odisha, unless the civil contractor holds such a license. | Civil Contractors with Electrical contractor licenses from other States must obtain an endorsement as per Clause-27 B of “Electrical Licensing Board Regulation, Odisha, 2014”.
