The Bidder must be registered as a Company, Partnership Firm, Limited Liability Partnership, or Registered Proprietorship Firm in India. | The Bidder must be an Original Equipment Manufacturer (OEM) or an Authorized Channel Partner/Technology Partner of an OEM. | The Bidder Firm must have been in operation in the relevant field for the past 03 years as of the RFP issue date and filed ITRs for FYs 2022-23, 2023-24, and 2024-25. | Average annual turnover of the bidder or consortium in the last three Financial Years (FY: 2022-23, 2023-24 & 2024-25) should not be less than ₹22 Crore. | The Net worth of the Bidder as per the last published audited Balance Sheet for FY 2024-25 should be positive and not eroded by more than 30% in the last three years. | The Technology Partner/Channel Partner or the OEM company should have ISO certification. | The bidder, during the last 03 financial years, must have experience in the supply of equipment/machineries from the same sector with a total order value of 9 crore (single or multiple orders) in a Govt. organization OR 4 crore in a Govt. organization (single or multiple orders) + 11 crore (single or multiple orders) in a Private organization. | The agency must provide at least two (02) Qualified and Experienced Resource persons for each CoE with a minimum Graduate Engineer and 2 years of industry experience or Diploma Engineer with 3 years of Industry experience in the relevant field. | The bidder/vendor should have ISO/ISI Certification with every Machinery Test Certificate Mandatory as applicable. | The Bidder shall not have been blacklisted by any Central/State Government Ministry in India or Public Sector Undertakings or any Government Agencies. | Consortium/Joint Venture is allowed with a maximum of 03 partners, where an OEM/Authorized Partner must be the lead partner responsible for execution, and sub-contracting is not allowed. | A Power of Attorney in the name of the person signing the proposal is required. | A Bidder including any Associate should not have failed to perform on any contract in the last 3 years, as evidenced by a penalty, judicial pronouncement, or arbitration award, nor been expelled or had a contract terminated by any public entity for breach. | Exemption for Tender Fee & EMD may be given to local MSMEs/local Start-Ups (registered in Odisha) as per the Odisha Procurement Preference Policy-2023 and Odisha General Finance Rules (OGFR) upon submission of proper documents and an affidavit. | Tender Fee and EMD exemption are not available to any Dealer/Distributor/Trader etc., who is not registered as a Manufacturer of similar category of Goods in Odisha. | If a Bidder participates as Joint Venture (JV)/Consortium, the exemptions for submission of Tender Fee & EMD shall not be applicable for them.
